Tasks and directions for social development, small-scale business and foreign-economic activity were reported. IMPROVEMENT OF STATE ECONOMIC CONTROL IN THE NORTHERN AREAS OF RUSSIA.

   The present paper addresses the main directions for state support of northern regions of the Russian Federation and its main unresolved problems. It provides a thorough analysis of territorial definition of the North and its zoning according to living conditions and rise in the cost of production. The methodology and methods of zoning of the North are found out and the evaluation and zoning of the vast territory are conducted. The book suggests a mechanism for federal financial support of the northern regions with regard for their tax potential and existing inter-budgetary relations. The book suggests further improvement of the support system with consideration for optimization of tax receipts to federal and regional budgets. A new economic-mathematical model for improvement of "northern delivery" system is developed and presented.

The territories influenced by the Northern Marine Way were selected.

    The book estimates the utilization of the mineral-raw resources, oil-and-gas, machine-building and fishing industries. The historical formation of the Northern Marine Way and its role in the economy of the northern territories of Russia are studied. The possible flows of traffic due to expanded metal and fertilizer export into South-East Asia and hydrocarbon production are shown in the book. Institutional and economic basis for development of the Northern Marine Way, its efficient management in the new economic conditions and legal measures for commercial activity are determined with regard for the socio-economic development of attached territories.

   The present state of sea transport and shipping indices, traffic development and adequacy in the arctic zone of Russia were taken up in the book. Institutional and economic basis for development of the Northern Marine Way, its efficient management in the new economic conditions and legal measures for commercial activity are determined with regard for socio-economic development of attached territories.
