Implementation mechanism of a long-term program for bio- and hydrocarbon resources development in the West-Arctic shelf and its influence on sustainable economic development of the European North (2002-2003). Research project within the main research effort of the Institute. The studies within the project substantiated the necessity to supplement bio-technological fishery management with economic management in the form of bio-resources usage charge based on resources rental estimation, introduced to provide sustainable fishery development. The influence of market forces on decline in production, employment and tax violations was described. Principles and mechanism of long-term sustainable production and reproduction of natural resources in the West-Arctic shelf and European North (2004-2006). The project raises quite pertinent issue because fishing industry belongs to traditional trades of the European North and tourism industry - is a new alternative one. The research subject includes three parts: the first and second deal with fishing industry and the third one - with tourism. The point of the first part is to substantiate such institutional changes in the fishing industry as the establishment of a sectoral cluster for the sake of its sustainable development. The main thrust of the second part is to substantiate conditions and ways for intensification of innovation and investment activities, possible improvement of the resource potential through restructuring and manufacturing capabilities renovation in the fishing industry of the northern areas. The third part develops the main strategies for sustainable development of tourism industry at unique natural and cultural territories of the North-West of Russian. |
