Main completed research projects:

    "Establishment concept of "Technopark Apatity" (2001). Research project within the main research effort of the Institute. The scientific and technical potential and innovation policy of the Murmansk region were analyzed. The operation experience of some foreign technological agglomerations was examined. Main establishment regulations of "Technopark Apatity" were developed together with various organizational patterns, terms of financing, draft constituent instruments (charter, basic instrument, etc.).

    "Consequences analysis of shrinkage in capacity of the "Severonikel" smelter" (2002). The present state of the "Severonikel" smelter JSC "Kola mining and smelting company" was subjected to analysis. Economic and social consequences of shrinkage in capacity of the nickel processing industry in the Murmansk region were studied. The changes in taxation and budget relationship of all levels for mining and smelting plants were taken under consideration. The industrial and resource potential of copper-nickel industry in the Murmansk region and base metals market conditions were estimated.

    "Forecast of technological development of Russia's economy with regards for new world integration processes. Analysis and prospects for recovery processes of strategic mineral raw resources, including rare-earth metals" (2003). Research program within integrated research program of the RAS. Support system for country's strategic minerals raw resources in the context of market economy. Technological prospects of production of strategic materials in the Murmansk region were determined. Combined economic potential of the Murmansk region was examined with consideration for its opportunities to form national stock of strategic mineral raw resources and to provide their efficient management. The influence of changes in the country's support system on its economic and defense security was estimated. The project also determined the economic-organizing mechanisms of regional innovation, scientific-technical and industrial policy in order to support the formation of the strategic stocks. The concept of national stock of mineral raw resources was developed based on resource and innovation potential of the Murmansk region and fundamentals of innovation industrial reconstruction were developed. The research data showed possibility of strategic materials production development and radiation security in the area of its development. The model of scientific and technological corporation of the Murmansk region was developed. The lines of further investigations were suggested.

    "Formation of industrial and innovation policy in the northern regions" (2003). The project analyzed the current state of production systems and influence of integration processes on productive efficiency. Also the methodical approaches to coordination of economic, social and ecological concerns of all agents of management. The project developed the basis for regional scientific-innovation strategy and examined the current management systems for innovation projects by the example of JSC "Apatit" and "Severonikel". The establishment concept of Technopark-type structures was developed by the example of "Technopark Apatity".

    "Forecast of innovation development for the regional economy based on mathematic and imitation dynamic models, regard for socio-economic concerns of agents of management (by the example of the Murmansk region)" (2003). Project of RFBR 03-06-96166. The project developed reasonable principles for regional innovation policy, state support of innovations and support of objects of innovation activity and concentration of their potential on important activities. Also some suggestions on improvement of legal support and innovation infrastructure were made. The project formulated the main strategic goals for the industrial policy in the North, for sustainable socio-economic development and to ensure competitiveness. The coordination principles for socio-economic concerns of all agents of managements under innovation development were developed. The system of dynamic imitation models for forecast of regional economic development was worked out together with the forecasting methods for regional enterprises and trades.

    "Concept and legal instruments for national reserve of strategic materials based on resource and technologic potential of the Euro-Arctic region" (2003). Project of RFBR 03-06-96146. The project brings to a sharper focus the combined economic potential of the Murmansk region and the Euro-Arctic region against the question of formation of a national reserve of strategic materials. The concept of its formation was developed based on efficient resource development on the Kola Peninsula optimizing the rare (and rare-earth) metals supply system in a new economic and political situation. The economic and legal instruments for regional innovation, scientific technical and industrial policy were defined and a scientific-technological corporation model was suggested to establish the strategic reserve of high-tech production due to efficient production and treatment of rare-earth raw materials on the Kola Peninsula.


Current research subject:

    "Scientific basis for industrial policy and technological development during the transition to innovation economy in the North" (2004-2006).

    Brief annotation: the studies presuppose a radical change in the existing economic development management system in respect to higher role of development forecast, which ensure a well-directed policy within the innovation system. The current methods of innovation activity development are to be reconsidered. The theoretical level of this project can be compared with the world-scale and it is in some respects ahead of foreign studies in this area of economic studies. The research data will be applied for formulation of a legal basis of innovation economy.
