The monograph discusses problems of regulation of the mineral resources exploitation from the point of view of historical trends and at the present stage. There is shown the specificity of interactions between the state and the commercial sector, including possible schemes of state and private property rights for the mineral resources, their privileges and shortcomings.
   A special attention is paid to such basic regulation forms as concessions, licensing and agreements on division of products (ADP). Possibilities and terms of applying primarily administrative and contractual approaches in the mineral resources exploitation are shown from the point of view of international experience.
   On the basis of carried out analysis there was made an attempt to substantiate expediency of applying ADP in development of the Russian Arctic shelf. Already within the nearest 20 years huge forecasted resources of hydrocarbons in the Arctic can become the main source of keeping up energy safety of the country, however they have been extremely under-explored. Expenditures for development of this province are calculated in hundreds billions of US dollars and, in spite of strengthening financial potential of domestic companies, they will require large-scale external investment. Under these conditions agreements on division of products in spite of their considerable shortcomings can raise attractiveness of projects having high costs and risks.
