Within a year 8 sessions and 1 expanded scientific session of Presidium of the Centre and one session of
General meeting of scientists (GMS) of the KSC of the Russian Academy of Sciences were held, where 90
items were considered and 15 scientific presentations were heard (presented by: corresponding member
V.K.Zhirov, professors Yu.L.Voytekhovsky, B.V.Efimov, V.D.Larichkin, A.I.Nikolaev, V.P.Petrov, V.A.Putilov,
dr.sci. (biology) N.K.Belisheva, dr.sci. (geol.) G.Yu. Ivanyuk, dr.sci.(engineer.) V.A.Masloboev, dr.sci. (biology)
P.R.Makarevich, PhD (engineer.) A.I.Kalashnik) about the results of research concerning relevant interdisciplinary issues.
The main effort in administrative sphere was directed to the implementation of the second stage of the federal
«Program of modernisation of structure, functions and mechanisms of financing of the academic sector of science»:
updating of the statutory documents of the Centre and the organisations of the Russian Academy of Sciences
united under it; streamlining of the legal basis regulating the land management and the basic funds of the Centre,
as well as the control of intellectual property; development and introduction in the Centre of the co-ordinated
system of assessment criteria of the scientific activity efficiency and methods of its stimulation. For improvement
of interdepartmental interaction when carrying out scientific studies in the European North of Russia and in
Spitsbergen archipelago three representatives of Presidium of the KSC (V.T.Kalinnikov, F.D.Larichkin and A.N.Vinogradov)
were introduced into the structure of the Interdepartmental northwest coordination council established in 2007 at the
Russian Academy of Sciences dealing with fundamental and applied research, and the Chairman of the Centre academician
V.T.Kalinnikov was approved the first vice-president of the Working group on scientific research at the Governmental
commission on maintenance of the Russian presence in Spitsbergen archipelago. With the purpose of enhancing the
role of the academic sector in solution of issues of social and economic development of the North with account of
increasing influence of non-profit organizations in the civil society, Presidium of the Centre supported the initiative
of Chairman of Urals Branch of the Russian Academy of Sciences, academician V.A.Chereshnev to establish the
All-Russian public organisation «Northern social and economic congress» and took on the duties of the founder
of the Kola branch of this new organisation (academician V.T.Kalinnikov was elected chairman of the Board).
To achieve a better efficiency of the Centre resources management, Presidium formed a Scientific council of the
KSC for analytics under the chairmanship of dr.sci. (engineer.) V.A.Masloboev.
In the sphere of the scientific research organisation the primary goal of Presidium was to maintain the optimum
conditions for implementation of the approved plans of research activity, coordination of institutes efforts within
the framework of the Program of integrated interinstitute research activity under 10 integration projects, as well
as formation on a competitive basis of regional and international programs providing scientific substantiation and
support of the strategy of sustainable development of the Barentsregion. 108 subjects of research have been
included in the base plan of the KSC research for 2007 in coordination with the dedicated Branches of the Russian
Academy of Sciences. These subjects provided the performance of 78 tasks of priority programs of basic research
of Presidium and the dedicated Branches of the Russian Academy of Sciences (the total amount of their target financial
support has made 21.2 million rbl.). Besides it by means of additional financing in the amount of 202.0 million rbl.
studies under 313 projects of different level have been carried out: 19 projects under 5 federal programs; 73 projects
of the Russian Foundation of Basic Research; 12 projects of regional competition of the Russian Foundation of Basic
Research and ÀÌÎ "North"; 59 international projects (including 8 projects of the International Polar year); 150 applied
developments under contracts with industrial and administrative organisations. In the accounting year studies in
26 subjects of research of the base plan of basic research were finished. 17 sea expeditions to water areas of the
Arctic ocean and Northern Atlantic were carried out; more than 30 field groups studied the geology and the condition
of land ecosystems of the Kola peninsula and Spitsbergen archipelago. Reports covering the results of studies were heard
at the expanded scientific session of Presidium KSC on December, 21-23, 2007.
The results of the KSC are reflected in 2187 publications totally amounting to 1785 printer’s sheets, including 35 monographs,
22 collections of papers and conferences materials have been published, 325 papers have been published in the Russian
journals recognised by Higher Attestation commission and 74 in foreign journals. The amount of the printed matter which has
been issued by the KSC editorial and publishing division, has made 9340 copies of books and brochures with total amount
of 706 publisher's sheets. 1298 presentations have been presented at conferences and seminars, including 733 presentations
in the international events in the Russian Federation and abroad. 12 application for the grant of patents for inventions have
been submitted, copyright certificates of the Russian Federation have been obtained for 13 inventions, the operation of 97
titles of protection for technological developments of the KSC have been supported. With financial support of regional administration
a multimedia product «Scientific support of the development of the Polar regions technosphere: the knowledge base and
a package of innovative offers – 2007» was prepared which includes over 260 works of KSC scientists totally amounting
to over 200 printer’s sheets. It also includes video materials and booklets popularizing the role of the Russian Academy
of Sciences in the development of rational strategy of wildlife management in the north. The information was placed in
web sites of the KSC and the Murmansk scientific and technical information centre, and was also widely distributed on CDs.
As well as in former years, special attention was given by Presidium of the KSC to the expansion of a complex of research
and to the upgrading of the facilities for operaton in Spitsbergen archipelago. In Presidium of the Russian Academy of Sciences
and in the Governmental commission created in 2007 on maintenance of the Russian presence on Spitsbergen archipelago
an application was submitted for carrying out in 2008-2010 of research under 8 projects with a total sum of 87 million rbl.
These proposals were approved by the Working group for science and sent to the Ministry of Economic Development and Trade
(MERT) of the RF for formation of a target block of the program "World ocean", focused on establishing in the archipelago of the
national high-altitude centre of geophysical research on the basis of the concept, proved by the KSC in 2004-2006. In 2007, the
KSC spent in Spitsbergen more than 18 million rbl. (including 17,8 million rbl., provided as Target funds from MERT in the frame
of Target Federal Program) to build the second stage of the Polar Geophysical institute observatory, the third seismic station of
the Kola Branch of State Seismic Centre of the Russian Academy of Sciences, to provide summer field studies of MMBI and
PABSI experts and all-year-round geophysical monitoring. As a result of modernisation of the communication system with the
help of Norwegian Telenor company for the first time ever the Base of the KSC in Barentsburg has Internet Wi-Fi connection
with throughput of 2 Mbit/sec, which allows to transfer the monitoring data from the archipelago to Murmansk and Apatity on-line.
The results of scientific research for 2006-2007 are considered at the international conference, organised by the KSC and
are covered in the seventh issue of the thematic collection «Complex research of the nature of Spitsbergen».
In staff selection policy of the KSC the main tasks of the fiscal year were the maximum possible attempt to keep the
scientific staff and replenish it with young people in the conditions of tough centralised regulation of the number of
staff of scientific organisations of the Russian Academy of Sciences at the second stage of the pilot project. According to the standards,
specified by Presidium of the Russian Academy of Sciences the number of permanent members of the staff of KSC of the Russian
Academy of Sciences during a year was reduced by 7 % - from 1664 persons at the beginning of year down to 1547 persons
in December, the scientific staff (payroll) was thus reduced down to 3,2 % - from 650 to 629 employees. In the scientific staff
the relative share of the highly qualified employees (4 academicians, 2 corresponding members of the Russian Academy
of Sciences, 99 doctors and 298 candidates of sciences) has risen during a year from 61,7 to 64 %. There have arisen some
changes in the age structure of the scientific staff towards a greater number of younger employees: The share of employees
under 30 years old has risen from 14,6 to 17 %, the employees without degree "have become younger" on the average,
2 years younger – from 41 to 39 years, however, among doctors and candidates the "ageing" of employees was manifested
– from 58 to 60 years old and from 48 to 49,8 years respectively.
When electing the heads of institutes Presidium of the Centre supported the nominees Dr.Sci. (geol.) Yu.L.Voytekhovsky
and Dr.Sci. (enginner.) V.A.Putilov who were elected by the specialized branches of the Russian Academy of Sciences
and were approved by Presidium of the Russian Academy of Sciences for 2007-2012 as directors of the Mining institute
(GoI) and IIMM of the KSC respectively. Presidium of the KSC approved to the post of assistants to directors for scientific
work Cand.Sci.(biology) E.Yu.Poloskova (PABSI), Dr.Sci.(biology) G.A.Evdokimova and Dr.Sci.(biology) N.A.Kashulin (IPPES),
as academic secretaries of the institutes Cand.Sci.(biology) O.B.Gontar (PABSI), Cand.Sci.(biology) O.I.Vandysh (IPPES),
Cand.Sci.(geol.) I.A.Pogodina (MMBI). New structures of academic councils of IPPES and IKhTREMS of the KSC were approved.
The KSC is one of the main centres of preparation of highly skilled experts for scientific and industrial sector of the
Barents region. In the interaction with the state higher education institutions of the region MGTU (Murmansk State
Technical University), MGPU (Murmansk Teachers Training College), KF PetrGu (Kola Branch of Petrozavodsk State
University) and AF INGECON (Apatity Branch of Engineering and Economic college) the activity of 19 basic chairs
headed by leading scientists of the Centre is supported; in higher education institutions more than 200 KSC
employees hold training courses. In the accounting year the VAK gave the rank of "professor" dr.sci. (engineer.)
A.I.Nikolaev. In 2007 the KSC signed framework agreements with Eindhoven technological university
(Netherlands) and the Krakow university of science and technologies on cooperation in preparation
of scientific staff of the level of masters and doctors in chemistry and geoecology. Since January, 1,
2007 the KSC introduced a new “Provision about the preparation of scientific staff in the system of
after-graduate professional training of the Kola science centre of the Russian Academy of Sciences».
In 2007 doctoral studies were opened at the MI of the KSC in which 2 candidates are accepted.
The postgraduate study centre of the KSC is training in 26 specialities, the total number of the trainees in the
accounting year made 165 persons, of them 69 post-graduate off-job students. 33 persons (of them 28 – off-job
postgraduate students) were accepted in 2007 in the postgraduate study centre; 26 post-graduate students have
finished training, of them only 3 (11,5 %) defended their theses in time and 5 more (19,2 %) presented their theses
by the end of term of training (these indices are better than in 2006, but they are behind the results of postgraduate
study of the leading institutes of academy). 11 graduates of postgraduate study centre under age of 35 years old are
employed in the institutes of the KSC. In 2007 the activity 4 dissertational boards of the KSC dropped twice those were
boards for oceanology, economy and management, mining, chemical technologies and geoecology: in one year only
10 candidate degree and 1 doctoral degree theses were defended in these boards. In total the KSC employees during
one year defended 17 candidate degree and 2 doctoral degree theses (35 % as less as in 2006). Conditions for the
vigorous activity of scientific schools of academicians V.T.Kalinnikov and F.P.Mitrofanov and professor V.A.Putilov
have improved thanks to the obtained grants of President of the Russian Federation and the Russian foundation of
assistance to domestic science (2230 thousand rbl.).
Operative informational interaction of the Kola scientific community with the Russian and
European centres of science is provided by carrying out on the basis of KSC of 12 conferences,
5 seminars and 4 schools of international, all-Russian and regional level:

The KSC cooperates with 110 organisations from 50 countries of the world, including the USA, China,
Japan, India, Australia, Spain, Austria, France, Germany, England, Canada and all Nordic countries.
149 employees of the KSC went on foreign business trips, 105 foreign experts were recieved in the
KSC. Scientists of the KSC participated in the work of large international teams implementing the
programs of the International Polar year, the Arctic Council, UNESCO, IGCP, INTAS, NATO, ICA,
«INTERREG III A NORTH KOLARCTIC», Ministerial council of Nordic Countries, ISTC,
«Global partnership G8: Northern Dimension and Nuclear Window» and of some bilateral
agreements of the Russian Academy of Sciences and KSC with foreign science centres.
In the accounting year the KSC became one of co-founders of the World Wind Energy
Institute (WWEI) of UNESCO, whereas a representative of CFTPES of the KSC
G.S.Dmitriev was re-elected for the second term vice-president of World Wind Energy
association. Members of Presidium of the KSC of the Russian
Academy of Sciences are in the management of some international organisations
playing the leading part in the development of modern strategy of wildlife
management in the Western Arctic regions: academician V.T.Kalinnikov – a member
of the Board of the Barents Institute of Norway; academician G.G.Matishov –
the co-chairman of the subgroup of the 1-st Russian-Finnish working group for the shelf,
and a member of the board of experts of the Arctic Council about protection of the Arctic
sea environment; the corresponding member D.G.Matishov was included into the expert
group of the program of the United Nations «Global assessment of international water»;
prof. V.V. Denisov – an expert on marine ecosystems of the Mixed Russian-Norwegian
commission on cooperation in the field of the environment preservation; academician
F.P.Mitrofanov and prof. Yu.L.Voytekhovsky – members of the organising committee
of business forum “Fennoscandian Exploration and Mining”; academician N.N.Melnikov
is a member of organising committee of the International congress on mining in the
Arctic regions. The following persons take part in the editorial boards of international
magazines: academician G.G.Matishov ("Oceanologia" Polish AS), N.A.Konstantinova
(“Arctoa”), A.N.Vinogradov and V.A.Masloboev (Barents Newsletter on Occupational Health
and Safety, WHO&FIOH, Finland).
For singificant contribution in the development of science the Chairman of the
Centre academician V.T.Kalinnikov was given an award «Merit for the Fatherland
of the IV degree» IV, dr.sci. A.S.Gershenkop and dr.sci. A.I.Nikolaev were awarded
with an honorary title the «Honoured man of science of the Russian Federation»,
dr.sci. (phys.& maths) E.D.Tereshchenko was awarded with the Certificate of honour of
the Federal agency on science and innovations of the Russian Federation. For the
cycle of works «Paleogeography, ecology, biology and oceanography of the Arctic seas»
Presidium of the Russian Academy of Sciences awarded O.Schmidt prize to academician
G.G.Matishov. The national ecological award "EcoMir" (EcoWorld) for achievements
in preservation of the environment and ecological safety is handed over to the
employee of GoI of the KSC D.V.Zhirov. The association of miners and researchers
of Fennoscandia (FEM) awarded academician F.P.Mitrofanov with «the Gold geological hammer»
and the Honourable Diploma «For the outstanding contribution to research of geology of the
Baltic schield». 12 employees of the KSC were awarded with Certificates of honour of
Presidium of the Russian Academy of Sciences and Council of trade unions of workers
of the Russian Academy of Sciences, 16 employees were offered incentives from regional authorities.
The honourable medal of Presidium of the KSC of the Russian Academy of Sciences «For personal
contribution in research and development of the North of Russia» was handed over to prof. G.V.Kalabin,
prof. N.V.Lukina, dr.sci. (phys.math) E.D.Tereshchenko, cand.sci. (geol.) S.V.Ikorsky, cand.sci. (geol.)
V.A.Pripachkin. Presidium of the Centre supported applications of institutes staff for to award some
scientific leaders: academician N.N.Melnikov was given the award «Merit for the Fatherland of the IV
degree»; prof. D.L.Motov was given the medal «Merit for the Fatherland of the IV degree», dr.sci.(engineer.)
V.I.Zakharov and cand.sci.(chem.) A.G.Kasikov were given the honorary title the «Honoured chemist of the
Russian Federation» -, to an honorary title «the Deserved metallurgist of the Russian Federation»
dr.sci.(engineer.) V.M.Orlov and cand.sci.(chem.) B.M.Freydin, dr.sci.(engineer.) E.P.Lokshin and
dr.sci.(engineer.) L.G.Gerasimov - the honorary title the «Honoured inventor of the Russian Federation».
More than 30 applied developments of scientists of the centre were exhibited at 13 exhibitions
in Russia and abroad in which 9 developments were given medals of exhibitions. At the VII-th
Moscow International Hall of innovations and investments a CFTPES development
«Compact electropulse desintegrator» was given a Diploma and a gold medal,
while a development by GoI «Technology of production of valuable phosphorus-containing
concentrate from a technogenic deposit of «Kovdorsky GOK» JSC - a Diploma and a bronze medal.
At the exhibition-congress in St.-Petersburg «High technologies. Innovations. Investments»
a development by IKhTREMS: «Nanosize powders of narrow grain-size category
of ferroelectric complex oxides of rare elements of IV-V of groups and alkaline or bivalent
elements» was given the Diploma of I degree and a gold medal in the nomination
«The best innovative project in the field of new materials and chemical products»;
a development by MMBI «The plantation-biofilter for treatment of sea water area of
oil pollution » was given the Diploma of II degree and a silver medal and the
development by CFTPES «The wind power – a promising power resource of the
Murmansk region» - the Diploma of II degree and a silver medal in the nomination
«The Best innovative project in the field of fuel and power». Medals were also given
to Laboratory of radiation control of IKhTREMS for successful development and
introduction of complex radiological studies and radiation safety
of developments in prioritised directions of science development in the Kola region
(«Expo Laboratory`07» exhibition), and the development by IKhTREMS
«Laboratory and industrial extractors" ("Bruxelles - Eureka - 2007").
