Research of properties and parameters of the Arctic natural systems, estimation
of their place and roles in global geosphere processes; study of temporary and space
variability of natural systems due to distinguish natural evolution trends and forecast
expected change under technogenic effect.
Block 2 "THE RATIONAL NATUREUSING AND CREATION OF THE
ECOLOGICALY SAFE TECHNOSPHERE IN THE NORTH "
Estimation and exploration of natural resources in the EuroArctic region,
development of the scientific bases for a harmless natureusing, creation ecologicaly
safe technologies for rational utilization of natural and technogenic raw material,
for maintenance of an environment quality and life-support system in view of specific
character of the North; development and perfection of monitoring systems and stabiliza-
tion of balance between technosphere and environment.
Block 3 "SOCIAL SPHERE AND ECONOMY OF THE NORTH "
Research of a social and ethnic structure of the northern community, estimation
of a migration dynamics as well as formation and distribution of labour resources, level
and quality of life in cold climate regions in view of specific character of conventional
methods for managing and husbandryused by indigeneous people of the North; development of
the scientific bases for management of economy and social stability in the northern
regions.
Block 4 "INFORMATIZATION OF THE NORTH AS A STRATEGIC
RESOURCE OF A REGIONAL DEVELOPMENT "
Elaboration of the concept of informatization for the Euro-Arctic region, creation
of information technologies for research in systems " Technological processes - natural

training and education.
