"Honored worker of science of the
Russian Federation" (1997). A corresponding member of the Russian Academy of Sciences (1997), a winner of the State award of the USSR,
professor, dr.sci. (economy).
He graduated from the Leningrad G.V.Plekhanov Mining institute. He is an expert in the field of regional economy and inter-regional relations,
management in social and economic systems, international economic relations.
In 1973 G.P.Luzin was given a State award of the USSR for discovery of piezoelectric effect of rocks, working out and introduction in
the prospecting works practice of a piezoelectric method of search and prospecting of mineral deposits.
He was organizer and prior to the year of 2000 - director of the Institute of economic problems of the KSC of the Russian Academy of
Sciences. His scientific interests included the state and market regulation during transition to the market, economic and financial
federalism, the theory of regional economic policy, development of inter-regional foreign economic relations, the theory of placing
of productive forces and social and economic division into districts of the North of Russia.
G.P.Luzin's works have contributed much to the development of fundamental theoretical base for construction of a socially-oriented
system of economy in a federative state and have formed a practical basis for preparation of recommendations as to the overcoming
of crisis situations in a transitive economy. He created a scientific school dealing with problems of regional economic policy of northern
regions and pathoeconomy – a science about crisis conditions in a transitive economy. G.P.Luzin's works are used for social and
economic division into districts and the working out of a regional policy of development of the North of Russia, construction of a
financial system of federal type, establishing of free business zones, formation of regional financial and industrial groups, working
out a mechanism of attraction of foreign capital in the large-scale projects of the North and Russia, preparation of legislative materials
of division of powers between a region and the center. He took part in a theoretical substantiation and practical construction of an
international economic community of new type - Barentsregion.
G.P. Luzin was awarded an order of the Badge of Honour, as well as a rank of winner of the State award of the USSR and Academician
P.L.Kapitsa Silver Medal.
In various years he was vice-president of scientific council of the Russian Academy of Sciences for issues of economy of regions,
vice-president of the Union of industrialists and businessmen of the Murmansk region, an adviser of the Russian Union of industrialists
and businessmen, a member of the Presidium of Northern Commercial and Industrial Chamber, a member of the Advisory Council at the
Ministry of the Russian Federation for issues of nationalities and regional policy, director of Institute of economy and management of
the Kola branch of the St.-Petersburg engineering-economic academy, the chairman of dissertation board K.200.12.01.
G.P. Luzin headed the development of analytical materials and projects of legislative acts for authorities of various level, took part in the
working out of the new Constitution of the Russian Federation. In 1999 he was elected a deputy of State Duma of the Russian Federation.
He tragically died in 2000.
